Name of the Project
Akkuyu nuclear power plant (NPP) project.

Location
Mersin, Türkiye.

Project Owner/s
Akkuyu Nuclear JSC, a subsidiary of Rosatom State Corporation, which is implementing the project under a build, own, operate model.

Project Description
The Akkuyu NPP will be based on an NPP-2006 serial project. The 4 800 MWe plant will comprise four VVER1200 reactors and is expected to meet about 10% of Türkiye’s electricity needs.

The power unit includes a reactor plant and a turbine plant.

The primary circuit is radioactive and comprises a reactor, four reactor coolant loops, four reactor coolant pumps, heating parts of four steam generators and one steam pressuriser.

The secondary circuit is not radioactive. It comprises steam generators; fresh steam conduits; one turbine unit comprising a turbine plant and a turbine generator; condensate pumps; a system of low-pressure regenerative heaters; a turbine condensate system; deaerators; a feedwater system, including feedwater pumps; and a system of high-pressure regenerative heaters.

The turbine is equipped with a condensing unit and regenerative installation for heating the feedwater and separators, with unregulated steam extraction for the NPP’s auxiliary needs and heating chemically treated water additives in the circuit.

Capital Expenditure
Rosatom has provisionally estimated the project cost from $24-billion to $25-billion.

Planned Start/End Date
Unit 1 is targeted for startup in 2026, with all four units still targeted to be operational by the end of 2028.

Latest Developments
Construction work on Unit 1 has been completed, and startup and adjustment activities are advancing. Dummy fuel assemblies have been loaded into the reactor and cold hydraulic testing has been undertaken as part of preparations for commissioning. Rosatom is targeting Unit 1 startup in 2026.

At Unit 2, Türkiye’s Nuclear Regulatory Authority granted a permit for precommissioning-stage works in May 2026. The inner containment of the reactor building has since been completed and installation of key process-water infrastructure has advanced.

On August 27, 2026, Akkuyu Nuclear reported that welding of the Unit 2 main coolant pipeline had been completed after 73 days of work across 32 pipeline joints. The milestone connects the reactor, four steam generators and reactor coolant pumps into the primary circuit, creating the conditions for further reactor-plant piping installation and preparations for startup and adjustment work.

Key Contracts, Suppliers and Consultants
Rosatom State Corporation (construction of VVER-1200 reactors under a build, own, operate model); Titan2 Ic İçtaş İnşaat Anonim Şirketİ (construction contractor); GE Steam Power and AEM Technology, a joint venture between AtomEnergoMash and General Electric, or GE (design and supply of the equipment and systems for the whole conventional island); JSC Tyazhmash (core melt trap); and Nukem Technologies and NIKIMT-Atomstroy JSC (supply of the equipment for compacting solid radioactive waste); and ZiO–Podolsk Plant, which is part of Rosatom’s machine building division (equipment manufacturer).
