Location
Lubiatowo-Kopalino site, in the Choczewo municipality of Pomerania, in Poland.

Project Owner/s
State-owned Polskie Elektrownie Jądrowe (PEJ).

Project Description
Choczewo will comprise three Westinghouse AP1000 nuclear units with a total capacity of 3 750 MWe, and will be the first nuclear project in Poland.

Potential Job Creation

Capital Expenditure
Z60.2-billion (about $15.4-billion) has been allocated to the first plant’s recapitalisation between 2025 and 2030. The financing model combines equity and debt, supported by domestic and international institutions; this allocation is not a total project capital cost estimate.

Planned Start/End Date
Construction of every reactor is expected to take about seven years, followed by about one year of testing and commissioning. 

The first nuclear concrete is scheduled to be poured in the fourth quarter of 2028, subject to obtaining the required construction licence and construction permit. PEJ plans to submit its construction permit application in 2027.

Under the updated national programme, the first reactor is scheduled to start commercial operation in 2036, and the plant is expected to reach full capacity by 2038.

Latest Developments
World Nuclear News reported on October 5, 2026, that Poland’s Council of Ministers had adopted an updated Polish Nuclear Power Programme, including revised commissioning milestones and support for domestic industry.

The Ministry of Energy estimates that Polish companies could contribute about 40% of the first reactor’s construction value, rising to about 70% for subsequent units as experience and supplier certification increase.
