Project Owner/s
Transnet National Ports Authority (TNPA) signed a 25-year terminal operator agreement with Ukwanda LNG in May 2026. Ukwanda LNG, a strategic joint venture between Tamasa Energy Group and the Strategic Fuel Fund, is the terminal operator for the onshore liquefied natural gas (LNG) regasification facility. TNPA is the port authority and agreement counterparty and will build the dedicated LNG berth linked to the project.
Project Description
The project has been designated a national Strategic Integrated Project, aimed at strengthening South Africa’s energy security by advancing strategic gas infrastructure required to stabilise national electricity supply.
The project includes the development of an onshore LNG regasification facility at the deepwater Port of Ngqura.
It is intended to provide critical fuel infrastructure to support South Africa’s gas-to-power plans, including a 3 000 MW gas-to-power allocation, and to complement the country’s growing renewable-energy mix with lower-carbon baseload electricity.
The project includes the establishment of a temporary floating unit and the construction of permanent onshore infrastructure to supply gas to offtakers, industry, data centres and independent power producers.
The infrastructure is intended to support the production of about 3 500 MW of electricity within the Coega Special Economic Zone.
Potential Job Creation
The project is expected to create more than 500 jobs during the construction period, which is expected to last about 36 months, and 50 permanent jobs after construction.
Capital Expenditure
The project has an estimated investment value of about R22-billion. TNPA is also expected to build a dedicated LNG berth, estimated at about R2-billion, in parallel with the development of the onshore facility.
Planned Start/End Date
Full operationalisation is targeted for 2035.
