Construction

Construction is a major economic sector encompassing the planning, design, building and maintenance of physical infrastructure and structures. The industry includes residential, commercial, industrial and civil engineering projects such as housing developments, office buildings, factories, roads, bridges, dams, power stations and water treatment facilities. In Africa, construction plays a vital role in economic development, providing employment and supporting urbanisation, industrialisation and the expansion of essential services. The sector is typically labour-intensive and employs workers across a wide range of skill levels, from semiskilled labourers to engineers and project managers. Construction activity is closely linked to government infrastructure spending, private-sector investment and commodity cycles, particularly mining. In South Africa, the industry has faced challenges including fluctuating demand, skills shortages, safety concerns and the impact of economic cycles on public and private capital expenditure. The sector is also significant in public health contexts, as construction workers often face occupational health risks and may be vulnerable to communicable diseases due to migratory labour patterns and on-site living conditions. Construction remains a key indicator of economic confidence and a driver of job creation across sub-Saharan Africa.

Infrastructure South Africa warns tender cancellations threaten construction sector and investment goals

Infrastructure South Africa has raised alarm over a 70% cancellation or closure rate among advertised construction tenders, with only 29.89% of 12 622 assessed tenders awarded and just 16.98% of 2 549 tenders advertised in 2025 successfully awarded. Public Works and Infrastructure Minister Dean Macpherson expressed concern that gross fixed capital formation remains at 13.71% of GDP, far below the 30% target set for 2030, with municipalities returning hundreds of billions of rands to the National Treasury yearly owing to an inability to plan and execute infrastructure projects.

Construction sector records marginal growth as employment outpaces other industries

The Afrimat Construction Index shows a 0.3% year-on-year increase in the first quarter of 2026, boosted by more than 5% growth in the value of construction works and buildings completed. The construction sector created 74 000 new jobs in the first quarter, accounting for 11% of all new jobs despite representing only 5.5% of total value added in the economy, while overall construction tender activity increased by 11.4% year-on-year in the first four months of 2026.

Industry bodies call for skills investment and greater policy consultation to support sector growth

The Construction Industry Development Board is promoting the adoption of emerging technologies such as drones and AI through its ERWIC Awards in August, while GVK-Siya Zama warns that senior roles including Contracts Managers and Site Agents remain difficult to fill as experienced staff pursue opportunities abroad. Seifsa has welcomed the new Industrial Development Strategy but argues that more consultative engagement with industry stakeholders would have strengthened the policy, particularly regarding the relationship between the strategy and existing sector masterplans.
