Itac recommends maintaining antidumping duties on ropes, cables from Germany and the UK

The International Trade Administration Commission of South Africa (Itac) has recommended that the current antidumping duties on ropes and cables from Germany and the UK be maintained.

It recommended that the antidumping duties on ropes and cables exceeding 32 mm in diameter from the UK be maintained at 76.17% and that the antidumping duties on similar products from Germany be maintained at 93%.

Itac made the decision after it conducted a sunset review investigation of the antidumping duties on ropes and cables exceeding 32 mm in diameter originating in or imported from Germany and the UK.

The investigation was initiated following an application by Haggie Steel Wire Ropes. The commission considered that there was prima facie evidence that there would be a likelihood of the continuation of dumping and the recurrence of material injury should the antidumping duties expire.

Its final determination noted that the expiry of the antidumping duties on the subject products originating in or imported from Germany and the UK would likely lead to the continuation of dumping and the recurrence of material injury.

Ropes and cables of more than 32 mm in diameter are sold and used for underground mining applications, including for winder ropes for hoisting, guide ropes and shaft-sinking ropes.

In surface mines, these products are used for hoist ropes, dump ropes and dragropes for draglines, boom lowering ropes, shovel ropes, cable belt conveyor ropes, tensioner ropes and pendant ropes.

Further, in marine applications, these types of products are used for dredging ropes, tow ropes, anchors and lines, crane ropes, drill lines and pennant ropes.

In industrial, building, civil and other applications, they are typically used for crane ropes, Itac says.
