Rail services company Traxtion has announced plans to become South Africa’s first private freight rail operator to implement the Luxembourg Rail Protocol framework by applying for internationally recognised unique rail vehicle identification system (URVIS) identifiers for its R3.4-billion rolling stock portfolio.

The Luxembourg Rail Protocol, ratified in South Africa with effect from May 2025, creates a standardised legal framework that allows lenders and lessors to register and protect their interests in financed railway equipment when the debtors and lessees are in contracting states.

By reducing legal uncertainty around ownership and asset recovery, it lowers financing risk and helps make investment in rolling stock more attractive to both domestic and international capital.

“While much of South Africa's rail reform has focused on opening the network to greater private sector participation, one of its less visible enablers is the legal framework that supports long-term private investment,” says Traxtion CEO James Holley.

Although little known outside specialist legal and financial circles, Traxtion says, the Luxembourg Rail Protocol is increasingly recognised internationally as an important enabler of private investment in rail infrastructure.

Traxtion says the company’s planned adoption of the protocol's asset identification framework is expected to become one of South Africa's first practical examples of how the framework can support future private investment in rail.

“The Luxembourg Rail Protocol doesn't build railways or buy trains, but it creates the legal certainty that makes those investments easier to support.

"By planning to apply for internationally recognised URVIS identifiers for our rolling stock, we're aligning with global best practice and strengthening our ability to access competitive long-term funding as opportunities arise. It is another step towards building investor confidence in South Africa's private rail sector,” says Holley.

Traxtion notes that it plans to apply for internationally recognised URVIS identifiers for its rolling stock portfolio.

While the allocation of URVIS identifiers does not itself constitute the registration of an international interest, the company says it establishes the foundation for future financing and leasing transactions that may be registered under the Luxembourg Rail Protocol.

Beyond improving access to finance, it also supports improved regulatory oversight, asset tracking, cross-border interoperability and collaboration between operators, regulators, insurers, financiers and maintenance providers.

Under the Luxembourg Rail Protocol framework, each asset allocated a URVIS identifier receives a permanent, globally recognised identifier recorded through the International Registry.

The identifier remains with the locomotive or wagon throughout its operational life, supporting greater transparency, asset traceability and investor confidence.

As more private operators enter the market, Traxtion says internationally recognised financing standards are expected to play an increasingly important role in attracting the scale of investment needed to modernise South Africa's freight rail system.

The company says their value lies not only in improving access to capital for individual operators, but also in creating a more investable environment for the sector as a whole.

While the Luxembourg Rail Protocol's impact may not be immediately apparent, it could prove to be one of the less visible, but more significant, enablers of investment in South Africa's rail sector, the company explains.

Ultimately, its success may be measured by something far more tangible: the amount of private capital it helps unlock for the country's rail future, Traxtion adds.

“The success of rail reform won't be measured only by how many operators apply for access to the network. It will depend on whether those operators can attract the long-term capital needed to invest in locomotives, wagons and supporting infrastructure,” says Holley.
